Zalmay Khalilzad Biography
Zalmay Khalilzad is an American diplomat who has served in senior roles in U.S. foreign policy across multiple administrations. Khalilzad earned undergraduate and graduate degrees from the American University of Beirut and a doctorate from the University of Chicago. He began his academic career as an assistant professor of political science at Columbia University before moving into government service. At the Department of State, he was a member of the Policy Planning Staff and served as special advisor to the under secretary of state for political affairs, providing guidance on the Iran-Iraq war and the Soviet war in Afghanistan. He later held the position of assistant deputy under secretary of defense for policy planning and directed the Strategy, Doctrine, and Force Structure program for RAND's Project Air Force at the RAND Corporation, where he also founded the Center for Middle Eastern Studies.
Following the September 11 attacks, Khalilzad played a significant role in shaping U.S. policy in Southwest Asia, the Near East, and North Africa. He served as special assistant to the president and senior director for Southwest Asia, Near East, and North African affairs at the National Security Council, and as special presidential envoy to Afghanistan. In these roles, he contributed to regime change in Afghanistan, participated in drafting Afghanistan's constitution, and oversaw its first elections. Khalilzad subsequently served as U.S. ambassador to Afghanistan, U.S. ambassador to Iraq—where he helped negotiate agreements leading to the approval of the Constitution of Iraq—and as the 26th U.S. permanent representative to the United Nations. His government service was recognized with the Department of Defense Medal for Outstanding Public Service and the King Amanullah Medal, Afghanistan's highest national honor.
Khalilzad was appointed U.S. special representative for Afghanistan reconciliation, where he led negotiations that resulted in the Doha Agreement with the Taliban, facilitating the withdrawal of American forces from Afghanistan. He later founded Khalilzad Associates and served as a counselor at the Center for Strategic and International Studies, continuing his involvement in international relations and diplomacy.
Khalilzad is the author of several books, studies, and journal articles. His memoir, "The Envoy: From Kabul to the White House, My Journey Through a Turbulent World," provides insights into U.S. nation-building efforts in Afghanistan and Iraq. He has served on the boards of organizations such as the National Endowment for Democracy, Atlantic Council, American University of Afghanistan, and American University of Iraq, reflecting his ongoing engagement with education, democracy, and Middle Eastern policy.
