Scott Aughenbaugh is a national security strategist whose career spans key institutions at the intersection of defense, technology, and policy. Aughenbaugh serves as director of the Air Force Technology Transfer and Transition Program Office at the Air Force Research Laboratory, where he focuses on affordable warfighting technologies. In this capacity, he manages and supports all technology transfer activities and serves as the Department of the Air Force Office of Research and Technology Applications, overseeing the processing of technology transfer agreements, training, guidance, and assistance. Among his initiatives is the development of the Defense Technology Transfer Information System, designed to enable Department of Defense technology transfer activities to manage agreements, patents, royalties, and metrics.
Before leading the Air Force Technology Transfer and Transition Program Office, Aughenbaugh held a leadership role at the National Security Innovation Network, a Department of Defense program office. Aughenbaugh also served as collaboration director of the Air Force Research Laboratory's MidAtlantic Regional Network, an innovation accelerator focused on advancing dual-use technology for both defense and commercial markets.
Earlier in his career, Aughenbaugh contributed to strategic foresight and policy research. He served as a research fellow with the Center for Technology and National Security Policy at National Defense University and as director of external engagement for MD5, the National Security Technology Accelerator, with research covering emerging technology trends, innovation, security strategy, and long-term futures. He was a fellow with the Seven Revolutions Project at the Center for Strategic and International Studies, specializing in global trends analysis and forecasting used in the flagship presentation, "Seven Revolutions: Scanning the Horizon Out to the Year 2035 and Beyond." His research addressed demographics, resource management, computing, data and information growth, social media, economic integration, and emerging security challenges.
Aughenbaugh is an active participant in the defense innovation community and a frequent speaker at industry events. At the DAFT3 Annual Summit, he provided an overview of developments in technology transfer and transition, emphasizing training, best practices, and the role of Partnership Intermediary Agreements. He has also spoken at the Forge Summit alongside senior leaders from the defense and intelligence communities. As a member of the Alfred Lee Loomis Innovation Council at the Stimson Center, Aughenbaugh contributes to policy innovation and international security initiatives. He holds a Bachelor of Arts in history and politics and government from Ohio Wesleyan University and a Master of Arts in history, with a focus on the Cold War, Europe, and China, from Kent State University.
