Adair Turner Biography
Adair Turner, formally known as Baron Turner of Ecchinswell, is a British economist, businessman, and cross-bench life peer whose career spans finance, public policy, and academia. Turner was made a Life Peer and awarded the title Baron Turner of Ecchinswell in recognition of his contributions.
Turner began his career in business as a partner at McKinsey, where he founded and led the firm's Eastern Europe and Russia practices. He later served as director general of the Confederation of British Industry, vice chairman of Merrill Lynch Europe, and non-executive director of Standard Chartered. Turner also chaired the UK Low Pay Commission and the Pensions Commission, contributing to labor and social policy in addition to his financial leadership roles.
Turner became chairman of the Financial Services Authority (FSA) shortly after the Lehman Brothers collapse, leading the United Kingdom's primary financial regulator during a period of significant instability. He led negotiations with the City of London and international regulators, and produced the independent "Turner Review" into the banking system, advocating for changes to global financial regulation. Turner also chaired the International Financial Stability Board's policy committee, overseeing the redesign of global banking and shadow banking regulation.
As the first chairman of the Climate Change Committee, Turner led the independent body advising the UK Government on climate change policy. The committee's recommendations, outlined in the report "Building a Low-Carbon Economy," were adopted by the government. Turner also chairs the Energy Transitions Commission, a global coalition focused on pathways to limit global warming while supporting economic development and social progress. He served as chairman of the Institute for New Economic Thinking and remains a senior fellow.
Turner is the author of several books, including "Between Debt and the Devil," which addresses reform of the global financial system, "Economics after the Crisis – Objectives and Means," and "Just Capital – The Liberal Economy." His work has influenced global economic debate and policy. Turner is a trustee emeritus of the British Museum, an honorary fellow of The Royal Society, and holds an honorary degree from Cambridge University. He is a senior fellow at the Center for Financial Studies in Frankfurt, a visiting professor at the London School of Economics and Cass Business School, and a visiting fellow at the People's Bank of China School of Finance at Tsinghua University in Beijing.
