William G. Howell Biography
William G. Howell serves as the inaugural dean of the School of Government and Policy at Johns Hopkins University, where he also holds an appointment in the Department of Political Science. The School of Government and Policy, based at the Hopkins Bloomberg Center in Washington, D.C., focuses on developing evidence-based policy solutions to address major challenges in American government and public policy. Prior to joining Johns Hopkins, Howell was the founding director of the Center for Effective Government and the Sydney Stein Professor in American Politics at the University of Chicago, with appointments in the Harris School of Public Policy, the Department of Political Science, and the College.
Howell is recognized for his scholarship on American political institutions, executive power, separation of powers, democratic reform, and the U.S. presidency. He is the author or co-author of several books, including "Presidents, Populism, and the Crisis of Democracy," "Relic: How the Constitution Undermines Effective Government–And Why We Need a More Powerful Presidency," "The Wartime President: Executive Influence and the Nationalizing Politics of Threat," "Thinking about the Presidency: The Primacy of Power," "While Dangers Gather: Congressional Checks on Presidential War Powers," and "Power without Persuasion: The Politics of Direct Presidential Action." Howell co-authored "Trajectory of Power: The Rise of the Strongman Presidency" with Terry Moe, examining the historical expansion of presidential power and its implications for American democracy.
Howell is a member of the American Academy of Arts and Sciences and the American Academy of Sciences and Letters, a Guggenheim Fellow, and a former fellow at the Center for Advanced Studies in the Behavioral Sciences at Stanford University. He has received several academic awards, including the Legacy Award for research on executive politics, the William Riker Award for best book in political economy, the D.B. Hardeman Prize for best book on Congress, the Richard Neustadt Award for best book on the American presidency, and the E.E. Schattschneider Award for best dissertation in American politics. His research has been supported by organizations such as the National Science Foundation, the Smith Richardson Foundation, the John Simon Guggenheim Foundation, the Democracy Fund, the MacArthur Foundation, and the Bradley Foundation.
Howell's research interests include separation of powers, the institutional foundations of effective government, and threats to democracy. Before joining Johns Hopkins, he held faculty positions at the University of Chicago, Harvard University, and the University of Wisconsin. Howell earned a doctorate in political science from Stanford University. His career spans research, scholarship, and academic leadership in the fields of American government, executive power, and public policy.
