Stewart Baker Biography
Stewart Baker is advisory board member at the National Security Institute, Antonin Scalia Law School at George Mason University.
Since retiring from Steptoe LLP at the start of 2025, Stewart Baker has continued to speak out on policy issues and handle a limited number of private representations drawing on his background.
Baker served as the first assistant secretary for policy at the Department of Homeland Security. As an intelligence lawyer, he has held the position of general counsel at the National Security Agency and served as general counsel for the commission that investigated weapons of mass destruction intelligence failures prior to the Iraq war. Baker is the author of the book "Skating on Stilts," which addresses terrorism, cybersecurity, and technology issues.
