Patricia Mulroy Biography
Patricia Mulroy is recognized for her leadership in water policy and management in the American West, with more than two decades overseeing Southern Nevada's water infrastructure. Mulroy served as deputy general manager of the Las Vegas Valley Water District, becoming the first woman to hold that position. She later held the role of general manager for both the Las Vegas Valley Water District, which serves more than 350,000 accounts, and the Southern Nevada Water Authority (SNWA), the regional agency responsible for acquiring, treating, and delivering water to two million Southern Nevadans and 40 million annual visitors.
Mulroy played a central role in establishing the SNWA, guiding Southern Nevada through significant population growth and severe drought conditions affecting the Colorado River. The SNWA coordinates regional water management in Clark County, requiring collaboration among multiple government agencies. As CEO of the SNWA, Mulroy acted as the governor's lead negotiator on interstate and international Colorado River matters and led urban water conservation initiatives, including incentivized programs for drought-resistant landscaping and strict watering schedules. These efforts have become models for urban water efficiency and sustainability.
Beginning in 1995, Mulroy represented Nevada in negotiations on interstate and international Colorado River issues, becoming the state's lead negotiator in 2007. She facilitated agreements with neighboring states in the Colorado River Basin and with Mexico. Mulroy's influence extends across national water organizations; she was the original chairperson of the Western Urban Water Coalition, served as president of the Association of Metropolitan Water Agencies, and held a board position with the Colorado River Water Users Association. She also has expertise in gaming regulation and international corporate structures, having served on the Nevada Gaming Commission.
Mulroy is a Senior Fellow for Climate Adaptation and Environmental Policy and a Practitioner in Residence at the Saltman Center for Conflict Resolution at the William S. Boyd School of Law. At UNLV's Boyd School of Law and the Desert Research Institute, her work focuses on developing strategies for water-stressed communities in the American Southwest and globally, addressing water resource volatility and stakeholder needs. She is also a Senior Fellow at the Brookings Institution and Brookings Mountain West, and serves on the Wynn Resorts Ltd Board of Directors.
Mulroy's honors include the National Jewish Medical and Research Center's Humanitarian Award, the University and Community College System of Nevada Board of Regents' Distinguished Nevadan Award, the Education Hero Award from the Public Education Foundation, the WRIN Leadership Award, and recognition as Alumna of the Year by the University of Nevada, Las Vegas. Her career highlights the importance of public leadership in securing sustainable water resources for growing communities in arid regions.
