David O. Brown Biography
David O. Brown is a law enforcement leader with a three-decade career focused on public safety, community trust, and police reform in the United States. During his 33 years with the Dallas Police Department, Brown served in various roles, including patrolman, crime scene detective, SWAT team member and leader, internal affairs detective, and assistant chief. He was sworn in as Dallas' 28th police chief, overseeing a department of more than 4,000 employees and an annual operating budget of $426 million. Brown became the department's longest-serving chief in modern times.
During Brown's tenure, the Dallas Police Department became a national example in policing reforms, instituting department-wide de-escalation training for officers. As chief, Brown implemented implicit bias training, introduced body cameras, expanded mental wellness supports for officers, increased departmental diversity, and published previously unreleased use-of-force and officer-involved shooting data. Under his leadership, the department reduced the use of deadly force by more than 40 percent and excessive force complaints by more than 80 percent. The New York Times reported that Brown earned a national reputation as a progressive leader focused on improving relations and reducing distrust between the police department and the city's minority residents.
Brown gained national attention after a gunman killed four Dallas police officers and one Dallas Area Rapid Transit officer, injuring seven more officers and two civilians during a protest march in downtown Dallas. Brown authorized the use of a robot to deliver lethal force against the suspect, marking the first such use in United States history. His response to the crisis included urging community members to join the police department, and his leadership during this period was widely noted.
After retiring from Dallas, Brown published the memoir "Called to Rise: The Power of Community in a Nation Divided" and became a contributor to ABC News. He served as co-chair of Law Enforcement Leaders to Reduce Crime and Incarceration and advised organizations focused on early childhood education, mental health awareness and treatment, and support for formerly incarcerated individuals. Brown was later confirmed as Chicago's police superintendent, where he led record numbers of illegal gun recoveries, achieved a double-digit reduction in violent crime, and promoted more women to senior exempt ranks than at any previous time in the department's history.
Brown is a graduate of the Federal Bureau of Investigation National Academy, FBI National Executive Institute, Senior Management Institute for Police, National Counter-Terrorism Seminar in Tel Aviv, and United States Secret Service Dignitary Protection Seminar in Washington, D.C. He holds Master Peace Officer and Police Instructor certifications from the State of Texas. The SMU Maguire Ethics Center honored Brown with the J. Erik Jonsson Ethics Award for his commitment to ethical leadership in public service. Brown speaks on leadership, community engagement, resilience, and justice in American policing.
