Ángel Gurría Biography
Ángel Gurría is a Mexican economist and diplomat recognized for his extensive contributions to international economic policy and governance. Gurría served as Mexico's Minister of Foreign Affairs, where he emphasized dialogue and consensus-building in the country's approach to global issues. He later held the position of Minister of Finance and Public Credit, guiding Mexico's economy through a transition of administration without the financial crises that had previously accompanied such changes. Gurría is known for his expertise in debt management and development banking.
Gurría was Secretary General of the Organisation for Economic Co-operation and Development (OECD), following a career in the Government of Mexico and various private sector roles. During his tenure, he positioned the OECD as a central institution in global economic governance, engaging with groups such as the G7, G20, and APEC, and advancing the organization's mission of promoting "Better Policies for Better Lives." He expanded OECD membership to include Chile, Colombia, Costa Rica, Estonia, Israel, Latvia, Lithuania, and Slovenia, and strengthened the organization's engagement with emerging economies.
Under Gurría's leadership, the OECD increased its influence in policy formation, evolving from a think tank to a "do tank." He advanced initiatives on international taxation, including Base Erosion and Profit Shifting (BEPS) and the Automatic Exchange of Information (AEOI), which had a significant impact on global tax policy. Gurría also supported reforms in fiscal governance, anti-corruption, and sustainable development, and played a role in supporting the Paris Agreement and the Sustainable Development Goals. He launched the "New Approaches to Economic Challenges" initiative to reassess economic policy frameworks in response to the global financial crisis.
Gurría has been active in addressing climate change, biodiversity, and water security. He has participated in organizations such as the Population Council and the Centre for Global Development, and chaired the International Task Force on Financing Water for All. He has served on the United Nations Secretary General Advisory Board for Water and Sanitation and the Global Council on Water Security. Gurría is a regular contributor to major newspapers and journals and has received awards and honors from more than 30 countries, including Grand officier de la Légion d'honneur and Chevalier dans l'ordre du Mérite agricole from the French Government. He was the first recipient of the Globalist of the Year Award from the Canadian International Council, recognizing his work in promoting trans-nationalism and global cooperation.
Gurría has served as president of the Paris Peace Forum, an organization dedicated to advancing multilateralism and international cooperation. He is fluent in Spanish, French, English, Portuguese, Italian, and has proficiency in German, reflecting his commitment to international dialogue and consensus-building.
