Nilmini Gunaratne Rubin is a Director of Government Relations at the Information Technology Industry Council where she focuses on public policy affecting the leading technology companies.
Nilmini served as a United States Senate Committee on Foreign Relations Senior Aide where she drove international economic legislation, handled nominations and conducted oversight of bilateral and multilateral foreign assistance programs. On behalf of Senator Richard G. Lugar, she was instrumental in passing a groundbreaking transparency law to reveal trillions in payments from oil, gas and mining companies to governments – a requirement many other G-20 countries are now considering. She also secured laws promoting transparency and fighting corruption through the multilateral development banks.
At the White House, Nilmini served as the National Security Council Director for International Finance and the G-8 and helped drive international commitments on economic development, counter-terrorism, non-proliferation, and HIV/AIDS. At the United States Treasury Department, she spearheaded financial sector work on Africa, the Middle East and South Asia in the wake of September 11, 2001.
Nilmini studied at the University of California at Berkeley where received a B.A. in Economics and Development Studies and an MBA from the Haas School of Business. She is a member of the Council on Foreign Relations and was named a Young Global Leader by the World Economic Forum. Raised in Palo Alto, California, Nilmini now lives in Chevy Chase, Maryland with her husband and their three young children.
